Canadian Citizenship: IRCC changes the definition of “parent”

Immigration, Refugees and Citizenship Canada announced a change in its interpretation of “parent” under the Citizenship Act, allowing non-biological Canadian parents who are the legal parents of child born abroad to pass down Canadian citizenship in the first generation.  Prior to this change, a child born abroad would automatically receive the Canadian citizenship only if he was the biological child of the Canadian parent or if the child was born to a Canadian parent in the first generation. This modification to the interpretation of the law aims to help Canadian parents who used assisted human reproduction to have a child.
