Strong focus on Economic Immigration by Canada in 2021

November 14th 2022 – Canada welcomed 405,999 new Permanent Residents in 2021, with India in first place

The 2022 Annual Report to Parliament on Immigration released by IRCC last week gives an interesting account of the state of immigration in Canada during the last year.

Canada has welcomed a total of 405,999 new immigrants in 2021, much more than its low target of 300,000 for the year and nearly reaching its maximum target of 410,000. This represents a huge increase from 2020, in which only 184,606 new permanent residents were admitted.

The majority of these new residents – 62% – applied under programs in the Economic Class, which includes skilled worker programs, provincial nominee programs, the Start-Up Visa, the Quebec Immigrant Investor Program, and many others. 20% of applicants were admitted under the Family Class, and the rest were admitted under Refugee or Humanitarian programs.

As in previous years, the largest number of new permanent residents came from India (127,933), followed by China (31,001), and the Philippines (18,021). Nigeria (15,593) and France (12,688) overtook the United States of America (11,951) for the 4th and 5th position, relegating the USA to 6th place.

 

 

Immigration for businesspersons

Regarding business immigration, 565 new permanent residents were admitted in 2021 under the Federal Business Class, which includes both the Start-Up Visa and the Self-Employed Persons Program. This number fell within the planned admissions range, which aimed to admit between 400 and 1,250 applicants during this period. This class is expected to have massive growth during the next few years, as the admissions targets will rise from 1,000 in 2022 to 6,000 in 2025. The Start-Up Visa in particular has recently proven very popular. This visa program allows businesspersons with innovative business ideas to establish their start-ups in Canada with the support of an incubator or angel investor and to gain permanent residence for themselves and their family members.

Furthermore, 1,685 applicants were granted permanent residence under the Quebec Business class, most of which belonged to the Quebec Immigrant Investor Program, or QIIP. The QIIP allows businesspersons looking to move to the province of Québec to gain permanent residence through a passive investment, whose return is guaranteed by the Québec government. This route has been suspended since 2019.
